To be honest the only change I see is more flatness, (mostly), and a few changes to the dropdowns and menus. Alerts didn't change at all.
but better than the old one obviously.

Seems like all they updated was default design and more mobile stuff.
They've made a few improvements to the code on a whole and helped responsiveness, it's a step in the right direction. I also like how they've made it more metro, keeps things fresh and up-to-date. If anyone is looking for a change in framework I honestly, wholeheartedly recommend you take a look at Foundation, such an amazing framework.
I've used foundation in the past, I didn't like it too much, I didn't like bootstrap either, so I started to use Skeleton: Beautiful Boilerplate for Responsive, Mobile-Friendly Development as my responsive framework, after a few projects, I'm back to using a full ui framework, making your own ain't easiy xD
I've used skeleton for a good year or so now, all in all it isn't bad. Foundation really is amazing though, so much more finished than what bootstrap and many other competitors are.
Why would anyone rant about the flat design? I mean - bootstrap is supposed to be used just as a framework on which you build you design upon. You aren't supposed (but you can if you're lazy or don't have any funding..) to just use it as-is out of the box.
The new grid system is a good step towards responsive`ness. Kinda reminds me of Foundation.
