If 3D Java is NOT included with JDK by default, does this mean people that want to run Java 3D applications on the client side must also download Java 3D separately as well in order to get them to run or is it included with the JRE by default? I'm confused as to how this works. I don't understand how people can run 3D Java if it's not even apart of Java to begin with. What other means do they go about creating 3D Java then if it's not included? I just don't understand this whole process.

firstly, your end user will have jre not jdk

secondly, no afaik uses hardware acceleration via opengl / direct3d

thirdly, even if it did u could just bundle it with an msi / zip these days

Just use JOGL and bundle it up with your application the library is packed into the jar.
if you're doing it for game dev check out LWJGL
