If you take one look at the actual web development section there are around 5-10 released ones including 2 of mine that are on the first or second page...

    Exactly what dragonxtreme said.

But think about this before you start, if you're using someone elses Toplist script, what makes you unique from all the other toplists?

If you're using someone elses script, then what of the website is your own? (Other than design...)

Honestly, toplists are easy to make. So don't waste your time buying it or looking for a released one. You wont get far.

Honestly this makes no sense, don't waste your time buying one? depends on the quality anything can be made easily EG: forum bases are easy to make but if you want a high quality it wont be so easy, same concept with toplist, if it is so easy it should be easy to find a released one, not everyone can code php.

He was correct, and you are you to an extent. Not everyone can code PHP, but if you're planning on making a website, you should know how to code something as simple as a toplist, if you're website is based around it, instead of looking for scripts. Just because something is free, does not mean it's of any lesser value as something that costs money.

And he was correct by saying that this wont get far, because it wont, if you'd care to look in the "Projects" section, you'd see on the first page upwards of 5 toplist projects, sure maybe 1-2 of them will reach more than 100 regular users, but it's highly unlikely that people will stop using other services say Runelocus, Mopar and even Rune-Server.
