Current Project for an iv archive tool, basic as it is, one i dont know the format for pc yet so im getting the basics done for now
im pretty sure other major gta modders are doing one not sure.
I just hope they still make it possible to mod it :S!

Its not even released for PC yet (got my copy pre-ordered), not much point writing one yet. Imo, the format will most probably be the same or similar to the GTA:III/VC/SA format.
Not exactly, It might of changed due to the engine change.
It might not be img archives any more never know.
If you have GTA IV on another platform, then check out the files using your PC, you will get an idea as to what file types they will be using, i very much doubt they will keep the one from SA because of the ease of modding it.
