You burn less often when you use a stove rather than a fire. 

Also, you burn even less when you use the Lumbridge Stove. 

The Cooking Guild is a good place to cook aslong as you have completed the Varrock Hard Achievement Diary. This allows you to use the bank there. 

Varrock Armour 3, a Cooking Cape, or a Chef's Hat is required for access to the guild. 

The range is VERY close to the bank, and unlike the Rogue's Den, the bank is stationary.
