nah let it go, the age of private server has kinda come to an end. In the end jagex shuts down any growth from the server community and i think theres really not alot you can do about it. Im ok with sticking with oldschool, that's all i ever wanted them to do.

I don't think this is really true. It's more OSRS nowadays. But the amount of players online on some servers has not really decreased compared with a few years ago IMO. Therefore, the amount of "developers" are decreasing.

I think you can still put up a decent server and grab a lot of players.

Moving off this antiquated forum software would be a great start. Although I bet 99% of Rune-Server would be against that as they hate change.
