My last post still applies to the edited version of your post. If sleeping threads are skipped and not used, a new one is created which is quite an expensive solution to your problem. But if sleeping threads are reused, you're blocking up actions and eventually having players wait for one another when you run out of resources. I find either way not an ideal solution.
