Actually, it makes perfect sense if you can understand it.

Someone may think they're a leader, but they might not be. Just because you get up in front of someone or a group of people, and take lead, you are not fully considered a leader unless you have people following you.

A leader isn't somebody who leads. A leader is somebody who has followers.
