I started to design a rpg/rsps website
its uncompleted
give me any tips ?
should i change the background ?

Well, I'm thinking I'm going to have to see some actual text on this one to put into place where everything would go and how it's handled. Just looks a bit confusing in terms of where everything would go but it's decent overall.

try something simpler your aiming for the moon and getting half an inch off the ground
Too many assets being taken from the Smite PSD, tbh. Sticks out really bad.
Odd shapes never work well with web designs as it makes it a complication to code. So stick with a more standard body style, especially since you're a beginner.
The background is distorted because you've stretched it out larger than the resolution it was made for.
Bring your body together as a rounded rectangle or so, Keep it simple. As Sub said, you're aiming too high when you should be practicing with basic designs for now.
