Similar fog effect. Please help.

So I was wondering if it's possible to somewhat recreate this fog look inside the banner of this.

Use the laso tool? I believe that's what it is, and go around the part that you want? Or do you not want those symbols in it?

No I don't want the symbols, and I just reuploaded images.

Oh, the smaller images looked like the background area was more of a mix of random colors, I was gonna say just copy and layer, but now seeing the designs, I don't know what to say haha!
