The clouds will not show up because when you hide the background there's nothing for them to show on.

I mean when I turn off the backgroud layer the clouds show up (layer 2) and if I turn off the clouds the starry effect goes away because the brushes were used on hat layer and what I'm trying to do is remove the black from my image and make the background transparent while still having that starry effect.

The reason the black clouds show up is because the black background normally hides the black in that layer. (If that made sense)
Set the blend mode of layer 2 to "Screen".

I need to have Layer 2 on "Color Dodge" so the effect shows up in the text and the Gaussian Blur causes some of the clouds to show around the text and If i put the blend mode on screen the clouds show up again :L. Thanks anyways for trying to help Rep++
