Yes and no, RSPSes was was a self driven community before with almost no profit involved. I enjoyed that ecosystem a whole lot more personally, we were constantly sharing and working together as a community as opposed to now where you kinda need a dedicated server and at least somewhat competent programmers to not get wrecked by bullies.
I believe I already posted something here before but from my perspective an rsps that launches these days (or still exists) will only survive and eventually grow if it's built to last. I browse through various project- and advertisement threads of private servers a couple times per months and they mainly all focus on 'we are so unique because we have...' and 9/10 times it's not even unique. It either already exists or is something completely useless or unfinished.
I noticed that a lot of servers aren't built from the experience of the player. They're all based on pickachu's (which could be something unique and something that certain players desire, however in the end it all comes to gambling. no actual lasting content or a thought-through gameplay), osrs look-a-likes and own perspectives. I can really respect that last one since in some cases it means that something is made out of passion but I rarely see servers actually ask their community what they want. I rarely see poll systems and as I've written above built on something that is able to survive.
How do you maintain an economy? How do you keep a playerbased entertained (not talking about making raids 1/1 or add 'a custom made weapon or home area')? And how do you treat your players and staff members?
The decisions you make.. do you know it's something worthful or do you think it?
Also I'm going to somewhat contradict myself but it also feels like the only platform that's used to get more players is YouTube. If it works: okay. That's great, but how do you actually know it works and your traffic come from that certain youtube video? Some servers actually track it but these servers are an exception and most of the times these are the servers that are building on a future proof game. Not even talking about what kind of content you're letting your influencers make. C'mone dude.. you're spending 200 dollars on ONE video to promote your servers and let a Youtuber open super mystery boxes or kill Hydra with one-shot darts. That's it bro? That's all you got to offer?
Go have a look at one of the most successful servers of this year, Xeros. They're a perfect example of what I've written here. They actually do it and you see it work, and I promise that if they continue like this they will last. Get inspired by others but think in your own way.
Although certain servers are definitely thriving still, and will continue to thrive for years to come, the general consensus is definitely new people aren't coming to private servers in a growing rate. More are going than what are coming.
Unfortunately that is life, people grow up, new generations play new games..

A funny thing I just saw, Runescape actually peaked interest back in 2008 where as rsps peaked in 2011
I personally don't think they will ever die out as long as OSRS is still a thing, Because of development, and even if OSRS shut down, i can bet an iron RSPS will over-take real rs.
Safe to say RSPS is dead
I think so because everyone trying to copy osrs for making some $..
Dang fr thats crazy
