Yes - and here are my reasons/opinion on why
-Player base aging and growing out of it
-People who would want to or are trying to start rsps don't have the same help accessible as previously available as older revisions are not the trend anymore and the toplists are just spammed with osrs revisions.
-Owners of current servers are retarded may be good at coding but are shit at making a successful rsps because they don't see it as a business but a hobby they try to be a perfectionist with the most features/customs in instead of just delivering a good product or get too greedy and see it as nothing but a business
-Some of the top servers are pvm/raids servers which if your gonna do that all day you might as well train on the real game and make more/real money off it.
-One of the top 5 pk servers and longest running recently scanned for 2 different rats (when owner confronted he claims to be false positive and it could be..). Most people I know that play rsps won't even play anything below the top 5 unless they get a trusted recommendation now.
-Developers that know what they are doing don't want to work for people who have the vision and know what to do or want pay that isn't possible starting out. NR is struggling to find another developer for $75/hr and they can afford that because of being a top rsps. If they can afford that and can't find talent then other servers are doomed. Developers realize they can find better paying legit work elsewhere or have no experience with rs to get started. This means no new talent to start rsps's unless they are really determined which at this point in RS is likely not gonna happen or it would have already.
-The toplists are nothing compared to what they used to be it is just a fraction of votes. The #1 server on RL has 2-2.5x the votes of the #2 server on the same list every month so any new server is gonna be aiming from being the last rsps to #2 realistically and probably won't overtake that one in first place. That same top page only required a few hundred votes to get on which any dedicated person can get to if they really wanted to and use it to spread malicious software.
-Staff teams are corrupt and only looking out for themselves while kissing up to owners to get away with whatever they do until they kill the server or leak a copy of it.
They say summer is supposed to be the best time for new RSPS to release, but it's already a month in and everything is still garbage.
It only begins going up when people return to school(so right around late August, early September).
Either way I wouldn't expect much this year. There will maybe be 1-2 servers releasing in the next half a year but don't expect anything brand new.

Legitimate questions that aren't in the lines of "why isn't my server running/working" actually do get answers too. Most of us who actually answer help requests are really tired of people asking the same basic stuff over and over, just people with absolutely no knowledge of how to program or even use their computer. It gets very tiring hearing the same old "why isn't my custom item rendering", "how do i pack a new item to my ruse server" and so on...
Simply put, it sucks working under other people. I've been in both shoes - an owner of a server as well as working under people.-Developers that know what they are doing don't want to work for people who have the vision and know what to do or want pay that isn't possible starting out.
Why would any of us work under other people if we can do our own thing, on our own schedule and end up making the same, or even more in the process? It's just logically not sound.
I have no problems sinking a couple years into a project to then own and develop it on my own. Much rather prefer it to having to deal with other people. There also aren't many of us remaining on these forums... You can probably scrape together like 20 developers who I'd actually consider top-of-the-game developers(good at programming as well as game knowledge - most people fall into one of the two categories, not both), and every single one of them is already working on some server of their own.
Yea IMO they're dying.
The servers themselves aren't dying. There are just as many if not more servers running today than there was 5 years ago. The servers feel like they are dying because everyone that is developing and running them plays it "safe" and just regurgitates a repeated server model that has been done a million times (pk server, economy server, spawn server)
I am working on a themed server that will have a lot of custom items, quests, a custom map, and hopefully the feel of lore that majority of us experienced when we first played Runescape.
