How much does a server have to spend in terms of $$$ to get a solid player base of 100+ in 2019? What are the best types of advertising and marketing?

No set price but deep pockets for sure. If you can afford the critical advertisement spots you’ll do fine. There seems to be some false conglomerate individuals that think they hold the one and only key to server success and that’s simply untrue. Heavily advertise a decent server and a player base will follow.

No. I would recommend a minimum of 3k a month, can go upward of 10k+ a month.

That's just advertising alone; not including development costs.
Topg has the best traffic from toplists; then runelocus; then rsps-list.
Mopar is crap. r-s toplist is crap. (Sorry Kevy )

that's a massive amount of money for me, haha.

i can do development myself, i've been programming for 7 years. i'm just not sure where to start when it comes to marketing and advertisement. i'd want to start a server and try to get a stable player base of 25-50 online and then eventually progress to 50-100+. can i do that with $500/month or do i need to invest 3k a month?

The more you invest, the more you get back of course. Also it’s about how you spend it. Two people can spend 10k but one might get better results than the other one.

Invest little amounts and measure traffic, invest heavily in your best performing referrals. Many people have gained the knowledge they do about marketing their server over past mistakes and trials and errors.

True to an extent, but it also depends on what the server is. You could invest thousands into marketing a rs classic server for example, but you obviously wouldn't get a good return because of the very small demographic that it would appeal to.
