Should I release vBulletin 3.7 Beta 4 edition, with working license and customer number.

If you use it, it will be 100% legal.

Mrquarter thats illegal, in there TOS & TOC they clearly state not for resale,republishing or redistribution . And Your sharing a licence ? if you did buy this check the VB website on what the penelty for this is . .. . a 5000 grand fine , Thats not a joke and anyone here can report you as youv told us your website we could report that.
