I'm trying to get files out of a dat file because the files I want are packed into the dat file

You could try using a hex editor.

.dat is the extension, not the format.

This would be better off in the RS2 Client Help Section. You're most likely using Songoty's model packer so when it reads the data just write it to a new file.
