The veteran rank is granted when the person in question is either a highly respected member of the community, has been part of the community for a very long time or have done something to contribute to the community. This can range from being a highly respected ex-staff member or helping out with the server/forum.
On the long-time member part, even if you don't neccesarily get the veteran rank. Nowadays it's more about respect, which in my opinion is still the best.

Active meaning being a ass kisser to staff.. Basically what there saying is rune-server is a favoritism community, and if you're not on the A list forget about getting any special privileges.
