What is the best free webhost that allows to install smf and extract files in the cpanel.

i wouldn't use smf for one, use like mybb or phpbb or vb.

and use like brave host and there is another one but don't remember.

You have to pay for MySQL + PHP on BraveHost... I'd suggest using something extremely cheap yet good, such as [Only registered and activated users can see links. ]. But if you really have no way of paying, try using [Only registered and activated users can see links. ].
