Either gamemaker, so you can code yourself. Or FPSMaker, bought version, or go download of a shareware site, it's really good.

I found this engine a while ago. Its basically a MMO that you can play, and edit. Its a real game engine to do what you want with. Has basics like player trading, skills, items, teleports and allot more. Coded in Python.
