First of all, Eclipse is not hardware. It is software.
Try removing Eclipse COMPLETELY and try it again. It's missing a .dll which usually means a corrupt installation.

okay i got eclipse , i put my path , copying my jre folder into eclipse folder. and this happens?
my computer is a 64bit, i even tried 32bit just to see and it did the same thing

Its because you're are dumb and didn't download the correct Java and Eclipse for you OS.
