I believe without the details you can't do anything. Go to an apple store and see if they can unlock it, i'm pretty sure they charge a lot though

I have had an iPhone since September of 2012 and it seems to have its previous owners iCloud on there. I was wondering any way to get this removed as it stops me from accessing all of my data on my phone.
It is a 4S and it is stuck after a restore. so I cannot access home screen.

Its possible just get redsn0w and download a manual OS for iphone. then re-install it completly
