Isn't there a option to do this on startup..?

Reinstall windows...?
Alternatively go into the BIOS (f2) and then select restore factory defaults.
Windows 8.1 is just update not new OS
Did you have issues with 8.1? Since I updated from 8 to 8.1 I have been experiencing freezes with explorer.exe which are really annoying, I am still waiting for an update from ms on this. Oh and just so you know the boot menu is accessed by pressing f2 quickly at the first logo screen.
