I'll start with the DDOS protection aspect of the two. Any major server will want to have this resource, as it's very valuable in protecting against attacks that could potentially bring a server down for a good while. I used to believe that only servers with larger, more diverse player bases needed DDOS protection, but any 11-year-old with a hint of problem solving skills and internet access could figure out how to DDOS someone.
Dismissing the concern of DDOS protection for a moment, the SSD will give you much quicker access to your files than an HDD. While a dual-core processor is obviously the slower choice, running a server doesn't require all that much processing power, meaning a quad-core would be overkill, given the circumstances.
I've never attempted to run a RuneScape server locally, but I have hosted many Minecraft servers on an older Intel-based computer (2.3 ghz, 4 GB RAM) and it worked fine for ~15 people. I hope these two scenarios are relatively similar - if not, my information might not be as useful. Good luck!
