$100 isn't going to get you much, unfortunately.

I want to get a better graphics card for the newer games that are coming out.
My price range is about 100$ maybe 125$, willing to spend more but depends what it can run and how long before I have to get another.
I saw this but 300$ is a lot.
Visiontek 900352 Radeon HD 6950 Video Card 2GB, GDDR5, PCIe 2.1, mini-Display Port, HDMI, Dual DVI at TigerDirect.com
I currently have a ATI Radeon HD 5670.
I can run skyrim on medium and crysis2 on ultra.
I want to be able to run skyrim on ultra with the hd texture pack.

edit:
can i play bf3 without lag?
whats your power supply?
Honestly, a GTX 550 Ti is probably your best bet:
Newegg.com - MSI N550GTX-Ti Cyclone OC GeForce GTX 550 Ti (Fermi) 1GB 192-bit GDDR5 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card
Yes I agree that a nvidia gtx 550ti is your best bet for that price. Don't expect max setting for that sort of price.
If you stretch your budget or save for a couple of weeks get a gtx 560ti. Its a lot better and can player most games with ultimate/max. Same applies for the radeon 6970. Wich are around £170-190
