Also $4k for $20/H, equals 300 hours. I doubt it'd take a professional who knows what they're doing 300 hours to make a website of this caliber.

While I agree that this can be done for under $4,000 (maybe not Angular & Springboot because I've only had very basic experience with Angular and none with Springboot) it isn't an unrealistic price at all.
I got paid roughly $5,000 for a very basic add-on to a webpage to change the product colours by dragging colours onto the product (Non-RSPS related for what it's worth).
As far as these tests you mentioned, are they just basic unit tests or have you setup proper integration tests with a build process?
Also the video system thing, from my understanding it's just a place players can link youtube videos to their "profile" on the website?
Anyway a bit of criticism, the design is a bit weird. Most of the flat UI elements clash with the RS/RSPS skeuomorphic stuff.
