If you are looking for quality that is still within a VERY reasonable price range, I recommend Torque for your graphics. Trust me, I asked a member here (won't name him to ruin his reputation) and he sold me a non-animated banner that was literally text over a image for 20 dollars! Torque, however, charged me that same price for a beautiful ANIMATED image, completely to my likings.
If you need graphics, Torque is your man. Vouch.
