Custom Tool 718/886 encoder

I am looking for a custom tool to be made for my server. Looking for a decent quote and look to get started this week.

Spoiler for Specifics:

My server is running 718/886 cache. I am needing a proper model encoder that will encode a mqo to this revision.
The cache is a 718 but running rs3 textures and defs.
There is a ModelEncoder.java in the server that will be given to help properly encode the models and any other files needed for textures.

I'm not looking for anything graphical wise, just something that will properly encode a mqo model to the right dat format and be able to pack that dat to the cache.

***I have looked everywhere for a proper encoder, dat maker does not encode properly, neither does displees mqo to rs3 as it doesn't register as an rs3 cache, displee model editor does not properly format it either. When packing it to the cache and using it, the inventory model and in game model do not render. I am aware datmaker doesn't properly encode the textures for this revision as the reason I am looking for a custom tool to do this properly.***
