No it's not. As an admin you can do anything you want with it. The rsps owner would have to trust a random user with 8 posts on this forum full of scammers with all his user data and his source code.
If you are making an rsps for private use by all means use this free hosting service.

I misinterpreted your initial post with insecure as in the panel itself is insecure - it's not.
To rephrased based on my knowledge of what you meant:

Also meaning, that it's intended for newer users who will most likely leech, and make minor changes to the server, at most minor additions to the server - to see what it's all about to have a server of his/her own.
