Firstly, that image is a network uptime count, if the OS system doesn't load properly the network will not work, which is the case here. It's not a Dedicated Uptime count, as to notice the OS not loading the dedicated has to work.
Secondly, any Windows provider's SLA will only cover network and accessibility to the server, they will not have their SLA or Refund Policy cover Operating system issues as that can be caused by machine or by human and not by an employee of the company, as we do not access your OS level unless a ticket is opened by you or by court order.
Although, out of our SLA we still offered to fix your issue, recover your data and bring your OS into boot mode. When this happened today for the 3rd time in the 10 days you've had the service with us.. we offered a reinstall of the OS and a credit for the downtime - nonetheless you were already set in mind to get your data and now chargeback the payment.
Judging by your prior comments on this "sales" thread this is the second host that has not worked for you - in our case clearly what you are expecting is not in our control yet alone I can't speak for the other host.
