I'm looking for a host that has been in business for over a year, not some random guy with resellers from here. The hosting needs to be offshore and it must ignore DMCA notices. Looking for windows vpses, at a not outrageous price.

Why do you want Offshore hosting? That doesn't mean anything, it just means its not with them, it's just elsewhere. It still means it can be shutdown by Jagex if thats what you're thinking.
Edit: & You'd need a website, they can't take down the source via vps. They can only take down the client. Just find a host in sweden or something.
