cheap and dedicated dont come into the same sentence EVER! try look for cloud vps if you want to save cash
Luke is right, you're not going to get a proper dedicated server from a legitimate company for less than $70/month.
You'll be fine with a VPS from a legitimate company in the meantime. I recommend Linode.com but suggest you search yourself for reviews of companies.
Don't trust suggestions/reviews of any companies from here as no one knows what they're talking about.
