VPS For a RSPS?

So, can anyone please recommend a good place to order a VPS from? It shall not be too good, or not too bad.

It needs to have Windows OS, and I'm paying max 25$. Recommendations please?

Used them, my order got cancelled for no reason.

Okay. Thanks for clearing that up for me, but I've heard bad things about them. Got any personal experience with them?
